PRECIS OF "HOWARD'S CASE".
1. This is a claim by Messrs. Howard and Stephens
joint owners of Marine Lot 184 for compensation under section
7 sub-section (VI) of Ordinance 16 of 1889.
2. Messrs. Howard & Stephens were Marine Lot
lessees who declined to join in the Praya Reclamation Scheme.
3. On 13th, January, 1898, and on 28th, and 30th.
March the Full Court heard (Vide Weekly Press of 19th, January
and 2nd. April, 1898, attached) a claim on the part of the Peti-
tioners, Messrs. Howard and Stephens as Plaintiffs, for a writ
of mandamus to compel the then Governor, Sir Wm. Robinson, to en-
quire into and assess the compensation, if any, due to plaintiffs
under section 7 sub-section (VI) of Ordinance 16 of 1889.

4. Sir Wm. Robinson having left the Colony on
the 1st. February, 1898, and having ceased to be Governor, the
question arose whether the name of the Officer Administering
the Government Major-General Black could he substituted in the
writ of summons and pleadings for the name of Sir Wm. Robinson.
5. The Chief Justice suggested that the new
Governor (i.e.General Black) should be given the opportunity
of investigating plaintiffs' claim under section 7 sub-section
(VI)
